By functioning in user groups, they have ensured that the members of the watershed community have equal access to the benefits that the project offers. The Bhil women have formed self-help groups that ensure thrift and credit to the community. True, the watershed project in Jhabua is a government project. But it is not the typical top-down, run-of-the-mill government programme administered by crusty bureaucrats with a hand in the till. The chapter also presents an overview of the key concepts discussed in this book.
