ABSTRACT

The teacher is both the resource and the key to the resources that are human and humane. Money spent on the appropriate training of teachers will bring this success. Teachers became technicians and manual readers. Teaching wisdom needs to be built on systematic exploration and analysis of experience by teachers trained essentially in the teacher-researcher role. Teachers find themselves in a sea of documents and regulations, and although most spend 50 hours a week on work, they spend less time in the classroom than they once did. This only depletes their time and energy as the key resource, the creative learning experience maker. Differences between private and public sector school achievements need addressing. Rather than closing private systems of education that gain most of the higher-paid jobs for their pupils, the aim was to improve the state system to make it as good.
