ABSTRACT

This chapter defines the terminology used to discuss the major issues addressed: migration, immigration, refugees, displaced persons and asylum seekers, with especial reference to the context of education policy and leadership. It describes the global phenomena of migration especially the forced migration of asylum seekers and refugees, detailing the statistical data available on these movements and their general trends. The chapter describes the positive and negative reactions of different countries to these waves of migrants, especially their different approaches to the issue of education for migrants and refugees. It relates to global migration between states, which is a more difficult phenomenon than internal migration since it generates complex situations when different national, cultural, ethnic, religious and linguistic groups find themselves living together in the same geographical space. The dynamic character of migration makes it very difficult to distinguish between those migrants who simply wish to become international citizens moving from country to country and those who are temporary migrants.
