ABSTRACT

This chapter notes the dedicated practical coping of local governments and educational leaders in the host countries despite the myriad of political, economic and social barriers, conflictual interests and sometimes dramatic experiences that they encounter, leading their staffs with good will and belief in the healing potential of education. It begins by briefly summarizing the chronological journey of the refugees in their attempt to find a safe haven. The degree to which the state's policies facilitate refugee absorption can be measured by the Multiculturalism Policy Index for Immigrant Minorities. At the micro-level, government policies implemented in schools should ensure the inclusion of migrant and refugee children. Education then becomes an important element in the process of preparing refugees to become a part of and to contribute to the host state. Refugee children have the right to receive a high-quality education, equal to the native population of their host state.
