ABSTRACT

In this chapter, readers will understand the premise behind a paradigm shift, and the interaction between the LIQUID Theory and Multi-Tiered Systems of Support (MTSS) will be discussed. Cultural change is introduced with actionable steps to guide administrators and other motivated educators through the processes of evaluating school needs and building a smart team to grow MTSS at a secondary school. Appraisal of a school’s human capital and MTSS structures and processes including universal screening, progress monitoring, benchmarking, and rate of improvement, are critical when considering implementing MTSS. Neo-institutional concepts are used to explain how education is a sociopolitical tool to infuse power into the goals of organizational bureaucracies, and school leaders must lead using strategic opportunism.
