ABSTRACT

In analyzing the content of surveillance, this chapter provides mixed results on geopolitical influence between the two organizations. While it was the case that geopolitical influence shaped the content of International Monetary Fund (IMF) surveillance, one can go too far in interpreting the results as evidence that these organizations are merely a conduit of major powers. IMF surveillance seemed shaped by geopolitical influence, both in terms of content as well as in effect on international capital markets, but the magnitude of these effects did not overpower other factors. For the World Trade Organization (WTO), growing divergence between the tone of the WTO staff report and the country's submission as country incomes increased, suggesting that geopolitical influence concerns are less present here than with IMF surveillance. The conclusion also presents some closing thoughts on the concepts covered in the preceding chapters of this book.
