ABSTRACT

The fundamental aim of such a manpower policy must be to improve the working of the labour market. The development of national manpower policy has been designed to improve the adjustment mechanisms in sectors of the labour market where normal mechanisms are in danger of proving ineffective for one reason or another. National manpower policy has an interest both in the ability of labour market mechanisms to cope with the broad changes in labour utilization that are taking place, and in the efficiency of the more detailed adjustment practices and procedures adopted by individual companies. In view of the rapid technological changes which were taking place, involving changes in processes, location and size of plants, it seemed that a study of the labour force consequences of these would be very revealing and the industry was then a strong candidate for inclusion. The chapter also presents an overview of the key concepts discussed in this book.
