Benito Mussolini deputized a personal representative, Major Mario Renzetti, to lavish advice on Hitler: advice concerning the Storm Troopers modeled on the squadre, on governmental problems, and on tactics. There seems to be reason to believe that after January 30, 1933, Hitler and Goering consulted Mussolini on the composition of their Cabinet, in which, like the Fascists in 1922, the Nazis were a minority. Mussolini was radiant as he responded to the cheering throng gathered in front of the palace. Mussolini was revolted by the death of the Chancellor and the Putsch that failed. In Italy Mussolini reiterated his warnings. Troops in "African" battle dress—pith helmets, khaki uniforms—were being shipped out every day: the recalls of individual soldiers and of three entire classes testified to the resolve of Il Duce. On December 18 Mussolini launched the "rite of the wedding ring": in other words, the collection of all gold owned by individuals.
