ABSTRACT

Mission societies operating in a country as Northern Rhodesia have to work within the prescribed limits of the law; either that or they must change the law. From both points of view knowledge of the administration of the country, of the motives actuating Government and of the goal at which legislation aims, is an essential equipment for missionaries. Subject to certain restrictions, the Legislative Council may make ordinances for “the administration of justice, the raising of revenue and generally for the peace, order and good government of Northern Rhodesia”. The Governor has a deliberative and a casting vote, and the presence of the official majority which is bound to vote with the Government ensures the passage of any resolution that Government may desire or the defeat of any adverse proposal. Government is considering a scheme for reducing the number of transfers, but whether this is purely an economy measure is hard to say.
