ABSTRACT

This chapter presents an in-depth examination of the engagement stage of our Active Killer Threat Management and Resolution Model. Engagement refers to monitoring and intervention. Monitoring is designed to indirectly engage the attacker when an attack is marginal or minimal. Intervention is designed to directly engage the offender when an attack is imminent or immediate. The types of engagement that are applied in active killer threat management are a function of the direct behaviors of planned lethal violence that were identified and assessed, as well as the level of attack risk (levels 1 through 5: Level 1, pre-crisis; Level 2, minimal; Level 3, probable; Level 4, imminent; and Level 5, immediate).
