ABSTRACT
This chapter looks at several different enforcement mechanisms, including guarding the border itself, using detention, and using searches to find unauthorized migrants who might then be deported. It aims to distinguish three ways in which enforcement methods might wrongfully treat migrants. The first is that some enforcement mechanisms involve ways of treating people that are inherently wrong, irrespective of circumstance: forms of treatment that universally violate human rights. The second concern is about proportionality in the burdens placed on migrants by certain enforcement tools, relative to the potential gains of those tools. The third concern is about the necessity of current enforcement methods where there are alternative means of reaching the same goals. The new enforcement strategy included much greater patrolling of areas that were easier to cross and less patrolling of areas where crossing is very dangerous due to the physical terrain.
