ABSTRACT

This chapter explores the beginnings of municipal administration in Calcutta. In the tussle between the White Zamindar and the Black Zamindar, the town administration suffered in the first half of the eighteenth century. The British were keen on renovating the town keeping in mind that Calcutta had become the centre of investment in Bengal. Amidst the politics of various parties to strengthen their power within the municipal administration, it looks at how the Charter of 1794 organized the function of the Justices of the Peace as a part of a part of the general effort towards organizing the municipal administration of the town, regardless of its success.
