ABSTRACT

The conclusion summarizes the book’s findings and maps future research agendas, in three steps. First, it discusses the implications of the inescapable co-existence of actors’ problem-solving orientations and their valuation of analysis in polity policies for accounts of analytical tools. Second, it reappraises the proclivity of multi-level administration to adopt analytical tools. That they flourish in Germany not “against the odds” of fragmented executive powers but because of these odds has significant implications for other multi-level decision-making contexts, too. This is especially so as, third, actors’ interpretations of analytical tools can wield consequential stabilizing and transformative effects in multi-level administrations.
