ABSTRACT

A part from the central Government composed of the Chief and the councils, there exists in every tribe a system of local government. The territory occupied by the tribe is divided into local units varying in size and importance, each of which comes under the jurisdiction of a recognized authority. In every tribe the Chief may settle disputes as to succession, or at the request of the ward members depose an unsatisfactory headman. The ward headmen by virtue of their office also act as recognized advisers to the Chief. They should visit him frequently and discuss with him tribal affairs generally; they must keep him informed of what is happening in their respective wards and of the grievances of their people. Occasionally the headman, on the suggestion of his advisers or at the request of the Chief, will call a meeting of all the men of the ward to discuss some matter of general concern, either local or tribal.
