That the civil laws are the common measure of right and wrong, and all other things subject to controversy. 9. Martial law is civil law. 10. Written laws are the constitutions of the sovereign power; unwritten are nothing but reason. Customs and opinions have the force of law from the tacit consent of the sovereign.
