The expected aerial bombardments of London had not taken place and partly for other reasons, there had been a continual leakage back to their London homes of the evacuated children. The relative unreliability of the card information for the Tottenham group was compensated for by the personal knowledge which one of the assessors had of a large number of the children, and this personal knowledge was one of the deciding factors in the assessment. On the whole the fuller information for the Tottenham children from other sources than the inquiry cards probably made the assessments of these children somewhat more reliable. The visits of parents have sometimes been supposed to have an unsettling effect on children in foster homes and to disturb their relationships with their foster parents. Whether this is in particular cases depends on the suitability of the behaviour and conversation of the visiting parents and on the kind of bond that exists between the parent and child.
