ABSTRACT

In accordance with the Treaty, there shall be created a European Community and a Common Market. One of the primary repercussions of this development is the introduction of a common policy in the field of the transport industry. The Experts Committee which is attached to the Commission may only express an opinion if it is consulted by the Commission. Its powers would therefore be less comprehensive than those of the Committee of Transport Experts of the European Community for Coal and Steel. A special Transport Section shall be attached to the Economic and Social Committee. The appropriate measures in the field of navigation and civil aviation may only be adopted by a unanimous decision of the Council, whereby the type of measures and the relevant procedure would have to be determined. The inclusion of the latter industries is likely to become important, particularly with regard to coastal navigation and the problem of cabotage in civil aviation.
