ABSTRACT

The offers of transport services lack the elasticity required by an economy based on free enterprise by virtue of the particular conditions of production which apply. In case of a decline in the demand for transport services, all the circumstances will cause an abnormal reaction of the transport undertakings so far as their quantitative supply of transport capacity is concerned. Individual transport which shows a continuous increase not only competes with scheduled and non-scheduled passenger transport but also presents an obstacle of ever-growing dimensions. The I.T.F. maintains that the coordination of the means of inland transport should aim at a maximum satisfaction of the transport requirements of the national economy. Any development should be avoided which results in the transport industry and its branches being used as instruments for the fulfilment of tasks which are outside the framework of industrial self-sufficiency.
