The connections between the general economic policy and the transport policy have already been pointed out. Planning and realization of the policy of coordination are, in principle, part of the duties of the State; the repercussions of this policy are, however, important both for the employers and employees as well as the users in the transport industry. The Chambers of Commerce, Industry and Agriculture, and where the case arises, the Transport Users’ Associations, where they can be described as truly representative, to nominate the transport users’ representatives. If the body in question stands by its decision after the question has been reconsidered, the dispute must be submitted to the Transport Advisory Council. In cases where the maximum and minimum rates have been exceeded or undercut the supervisory bodies should be empowered to order the refund of the difference between the actual charge and the official rate to the undertaking or the consignor, as the case may be.
