ABSTRACT

Chapter 3 discusses the electoral participation of Italians living abroad, the participation trends, and political preferences of non-resident citizens since the implementation of the external voting policy in 2001. Before venturing into the discussion of data on turnouts and electoral results, this chapter briefly explains the current regulation of Italian external voting system. Following this description of the policy, an analysis of the political preferences of expatriates will be discussed to understand and compare the electoral participation and the results between the domestic electorate and voters in the foreign constituency. This chapter includes data provided by the Ministry of the Interior in Italy on the overseas electorate, the number of voters, and the electoral results. The analysis and discussion of data include the four general elections held with the participation of Italians living abroad (2006, 2008, 2013, and 2018) and the participation and results of the constitutional referendum in 2016.
