ABSTRACT

The demilitarization of East-West relations is regarded as offering real hope, and the traditional conflict between East and West is seen as a phase that, in time, may be succeeded by relations of a predominantly cooperative rather than confrontational nature. This chapter attempts to summarize what new departures have been proclaimed and partly implemented in the field of foreign policy. It fcouses on a possible new concept as to how East-West relations may develop, and on relations within the Soviet bloc. In a sense, Soviet ideology is only just coming to grips with problems that the other superpower of our times, the United States, had to face during the first half of the 1970s. The main objective of the United States was to react constructively to the emerging complexities of problems in the international community. If the Soviet reform program continues to progress successfully, US-Soviet relations will likely move in the directions.
