ABSTRACT

The six years preceding the Yom Kippur War were marked by efforts on the part of the Jordanian regime to counter the challenge of the Palestine Liberation Organization (PLO) inside Jordan; the ten years following that war were characterized by its efforts to counter the challenge of the PLO in the international arena. At the 6th Arab Summit Conference held in Algiers in November 1973, the Arab heads of state passed a secret resolution recommending that the PLO be recognized as the sole and legitimate representative of the Palestinian people. While Jordan was trying to retain its status as the legal sovereign in the West Bank, the PLO was laboring to usurp that status for itself. Whereas Jordan was having difficulty convincing others to let it go to Geneva, the PLO's difficulty was in convincing itself to go.
