ABSTRACT

On July 16, 1981, Assistant Secretary of State for Inter-American Affairs, Mr. Thomas O. Enders, defined US government policy toward El Salvador in his speech delivered before the World Affairs Council. The Democratic Revolutionary Front (FDR)-Farabundo Marti Front for National Liberation (FMLN) has always maintained that in order to effectively develop and initiate a dialogue, it is necessary that third parties provide their good offices and witness the process. The FMLN-FDR proposes the formation of a Provisional Government of Broad Participation in support of a program containing the indispensable tasks that we must take on to overcome the current critical situation. The Nicaraguan conflict, which threatens the political and socioeconomic stability of the Central American region, is due both to internal factors and to extracontinental aggression; it is at the same time the immediate and principal cause of the regional crisis.
