ABSTRACT

The Education Bureau in Yanji County stated the main objectives of ethnically oriented educational programs: The development of ethnic education is needed to uplift China's scientific and cultural standards, to promote unity among all nationalities, to construct frontier areas, and to strengthen national defense. It is also necessary for carrying out the policy of minority autonomy, creating a precondition for training in minority languages, and producing human resources for fourmodernizations. Professor Li Hwi-il said, it was necessary for Yanbian University to hire and produce a certain number of Han Chinese faculty members who would enhance the standards and quality of higher education in a frontier area. One gnawing problem was the fact that some Han Chinese faculty members felt isolated in a predominently Korean environment and wanted to transfer to other Chinese colleges.
