283I had left Cuba in late August. At the beginning of October, Fidel Castro suddenly announced his willingness to be rid of all Cubans who wished to leave the country. In a move that caught the United States by surprise, Castro opened the small port of Camarioca as an emigration center to which Cuban exiles in America were invited to come in small boats to pick up their relatives and friends, and he announced his desire to negotiate with the U.S. Government for regular air lifts between Varadero Beach and Miami to take out the bulk of the refugees.
