ABSTRACT
Inrecentyearsthemilitaryretirementsystemhasbeenthenearlyconstantfocus ofwould-bereformers'attention.Tenmajorstudiesduringthelast15yearshave recommendedcomprehensivechangestoimproveforcemanning,reducecosts,orboth. TheCongresshasresistedthesebroad-gaugedrecommendations,whetherendorsedby theDepartmentofDefense(DOD)ornot,buthasmadeanumberofpiecemealmodificationsinmilitaryretirementaimedchieflyatreducingcoststhroughslowingtheannualadjustmentofretiredpay.
