ABSTRACT

This paper is about the "average cost of an effective soldier year." It is an awful sounding concept, and I want to apologize to Dr. Charles Moskos for even considering it. However, I hope it can serve as an organizing concept for program and budget. It might even help reconcile the very different perceptions that soldiers have of compensation received and budgeteers have of the cost of soldiers. The former do not feel rich; the latter believe that active duty manpower is very expensive.
