ABSTRACT

As international organizations, the Organization of African Unity (OAU) and the United Nations have drawn little praise and much criticism for their efforts toward resolving Chad's conflict and creating the conditions for rehabilitating national resources. The Chadian conflict first entered into the arena of the OAU on 10 October 1976 when General Malloum threatened that if Libya did not end its support of Front de Liberation Nationale du Tchad and enter into bilateral negotiations, then the dispute would be taken up with the OAU. The UN recognizes the OAU as a regional body for conflict management and often defers to it as such. The OAU was firmly drawn into the Chad conflict in late 1976. The OAU as Distributor of Guiding Principles. The OAU provides a suitable environment for contact between leaders of states having a dispute and the emergence of third party initiatives. In summary, young international organizations, such as the OAU, are fluid in their period of formation.
