ABSTRACT

Bilateral and multilateral relationships between Chad and other African states have been dictated by a desire to maintain the Pax Africana and the subsystem balance of power. During 1977 and 1978 Sudan and Libya hosted meetings aimed at reconciling the central authority and Front de Liberation Nationale du Tchad (FROLINAT) insurgents. Sudan advocated national reconciliation in Chad because it feared the total collapse of the central authority and was increasingly suspect of Libyan intentions. In 1977, Lt. Gen. Olusegun Obasanjo had expressed Nigeria's desire to help the Chad government resolve its difficulties with FROLINAT and Libya. Nigeria has competed with Libya in its attempt to create this image.
