ABSTRACT

This chapter provides one method by which the economic issues surrounding nuclear weapon production might be addressed. In addition, it might also be used to preserve the organizational integrity and political power that will be important elements in nuclear disarmament in the Soviet Union. Profit-oriented companies that make strategic delivery systems would probably pursue other endeavors as soon as it becomes obvious that such systems could no longer be sold. A shift of military and civilian labor out of the strategic nuclear weapons fields will be easier or harder depending on how much transfer there is between the past occupation of the worker and the future choices. More recently trained individuals will probably move more easily than long-time employees. Since each waste management proposal has the potential for restoring some of the 6000-6500 direct jobs lost by closing the N Reactor, these proposals have been used to demonstrate how conversion from nuclear weapon construction might take place.
