ABSTRACT

This chapter explores the evolving problem of nuclear weapons proliferation. This topic is of vital importance because the possession of nuclear weapons by nations that have a recent history of conflict adds to the risk of at least a regional nuclear war. The chapter also includes a brief analysis of the implications of proliferation for the nations that are currently members of the nuclear weapons club. The limited ability of governments to prevail during terrorist incidents in the past is cause for concern with regard to possible incidents involving nuclear materials. Although the possibility of US-Soviet nuclear confrontation and the problem of nuclear proliferation among nations overshadow the potential problem of nuclear terrorism, it is possible for a terrorist related nuclear incident to cause substantial devastation and loss of life. Doctrines for use of low-cost delivery systems may also stimulate nuclear proliferation. Some US and Soviet systems under consideration for deployment might obtain additional justification on the grounds.
