ABSTRACT

Freedom is not just the ability to choose between possibilities that are already given; it is also the capacity to create situations that are quite new and quite unpredictable. There are two large areas of thought which deal with the question of freedom. The first is that in human thought which from time immemorial has battled with the problem of man's freedom as a human being. The second is concerned with man's freedom as a member of society, and deals with the social freedom of action which call liberty. Tyrannies of a non-totalitarian variety aim to suppress freedom in areas where it might represent a threat to the regime, but in other matters they do not aim for total control. They also need not have any kind of global or all-encompassing ideology. Freedom, in greater or lesser degree, can exist only where something is forbidden while something else is permitted.
