ABSTRACT

The military party is known collectively as the political commissar system and that system is the most important linkage point in the relationships between the army and party or government organizations. Immediately after the commissar system was implemented the most controversial aspect of the concept became evident: the duality of command which created the classic conflict between commissars and commanders. When the political commissar concept was introduced to China it found a suitable environment. If the concept is carried out as intended, the military unit replaces the family, the political commissar provides assistance in solving personal problems, and the commander represents parental and supreme authority. The political commissar must identify individuals who do not accept the ideology or whose thoughts are not unified. The political commissar also organizes informal subcommittees on occasion to assure he has appropriate feedback from the troops.
