ABSTRACT
The case during other periods of drought and famine, all of the traditional desert survival tactics were utilizes in the droughts; but, unlike previous occasions, the affected populations were circumscribes in several ways. The some scientific experts view climatological or natural factors as a cause of drought. The body of literature argues that, although the climatological reasons for the existence of drought are found in nature. "The magnitude of the impact of a climatologica drought is dependent upon many regional, physical, social, and economic factors––emphasizing the relative rather than the absolute nature of drought". The lack of rainfall decreased the water levels of major water bodies and completely dried up some small rivers. Deliberate political choices made by the governments caused delays in the official acknowledgment of the drought. Drought relief efforts, though plagued by problems, shows a definite improvement over the relief operations. Delays and backlogs, though not as serious as the drought, did take place.
