ABSTRACT

The organizational structure, the achievement of objectives is affected by Sahelian and donor support for Comite permanent Inter-etats de Lutte contre la Secheresse dans le Sahel' (CILSS) operations. The four variables selected are: functions, financial contributions, staffing, and the National Committees. The Planning, Monitoring, and Evaluation unit reported that it had mailed out a questionnaire to member states to which only three countries responded with the requested information. The Committees' purpose is to ensure a coordination of policy, to maintain a constant and effective outlet for dialogue, and to increase Sahelian support of CILSS activities. Donor assistance in terms of financial contributions has been stronger, owing to the strength of the economies of the donors. The immediate consequence of a lack of support for CILSS' operations and functions is that so few of the First Generation projects, as they were originally conceived, have been finances.
