ABSTRACT

The situation in Sahel demands far–reaching modifications in donor and Sahelian behavior. The disarticulation of the Sahel economies and the lack of forward and backward linkages between the rural and urban areas are factors only partially addressed by the revised strategy and the restructuring underway. The situation in many other developing countries facing enormous debts, the debt problems in Sahel have results from loans contracted mostly at concessional rates through bilateral and multilateral financial and development agencies. The agro–meteorologic and hydrologic training components provide a cadre of technicians to aid regional and national development. The activities of the Agrhymet Center add to regional capabilities in conducting and analyzing satellite imagery data necessary for predicting drought and climate conditions. The gap between food production and food consumption, exacerbated by population growth rates and migration trends, has left the region in need of more food aid and imports than during the last drought.
