ABSTRACT

The nordic countries like to consider their part of the world an "area of low tensions." Although the politicians and media manage to keep this myth alive, behind the scenes the preparations for a possible war continue. This is nowhere more evident than in the intelligence field. Most of this activity goes on below the surface, out of sight of the average citizen. Nevertheless, every now and then something happens which brings the game to the surface. Newspapers, radio, and television focus attention on the event for a time. Then the struggle sinks below the surface again. It does not, however, cease.
