ABSTRACT
If the intelligence war goes on largely in the shadows, one cannot say the same about the struggle for the minds of the people. There is daily evidence of it, in the press, on the radio, and on television. One after another, the nordic nations have found themselves discussing questions which had gone unexamined for years. The only nordic country which has avoided a security debate thus far is Finland.
