As common Chinese grow richer and less constrained, they will break the ancient cycle in which authoritarian regimes continually rise and fall on the backs of common people. Once the aging Communist leadership dies and Chinese are willing and able to take to the streets, Gao Qixin plans to resume open political activism. Chinese like Gao have started to unshackle themselves from the painful wheel of political history. They are not turning in place, locked in an ancient dynastic cycle, but are trudging on a slow upward spiral away from tyranny. Fearing unrest, the party has ruled out democratic reforms that would help Chinese reconcile the conflicting demands of their increasingly complex society. Instead, it seeks to repress citizens' clashing interests.
