ABSTRACT

This chapter suggests steps to be taken during the reconstruction of the Haitian economy so the vast majority of Haitians can enjoy better living conditions than they have had in the past. The issue of land ownership is one about which Haitians have strong feelings. Because land ownership is important to both the political and economic reconstruction of Haiti, any policy regarding land ownership should be given serious consideration. Most Haitians have a permanent and acceptable arrangement regarding land use and ownership that has evolved over a long time. Contrary to the perception held by many people, one of Haiti's untold international success stories is the extensive and successful use of nongovernmental organizations to deliver foreign aid. Domestic leaders in Haiti arid major international donors should initiate discussions on the exact roles of central and regional governments in alleviating rural poverty, increasing real per capita incomes, and reducing income inequality.
