ABSTRACT
It is reasonable to conclude that the central postulate of the Crisis-as-Earthquake Model—a meaningful association between Severity and Importance—is supported by the evidence from five decades of international crises in the twentieth century. The ultimate test will be the accuracy of estimates about the likely importance of future crises.41 Whatever the results, we now have an empirically tested method to measure the impact of crises as international political earthquakes.
