      ABSTRACT

      The attitude of the intifida youth and the existence of a committed class of young ideologues, particularly among Christian Palestinians, together promise healthy development of the infrastructure already in place in the West Bank. The results of war in the Gulf and the world's refusal to treat the Palestinian problem with the same urgency it applied to the occupation of Kuwait has led Palestinian Arabs young and old to believe everyone is against them. The Palestinian leadership must stop blaming all its problems on outside influences and must accept responsibility for educating its followers into shouldering part of the blame for their social ills, and tell them that they are self-inflicted. The average Palestinian should do all he can to pressure his leadership into adopting such policies. Palestinian leaders, the UN, Arab countries and all concerned parties must develop programmes to harness the constructive energy of the young people of the intifada.
