ABSTRACT

This chapter presents the following series of recommendations: donor partner governments, recipient partner governments, international organizations and the non-profit sector. It discusses a number of major recommendations that are more generally applicable and examines a single recommendation on the creation of an Assistance Coordination Council. Recipient governments should plan to use Western assistance within a comprehensive and long-term domestic strategy of economic and social development. The growing emphasis on project assistance in the second phase of transition will increase the importance of non-profit sector initiatives in the assistance process. Donor non-governmental organizations have proven strengths in providing technical assistance, and this will continue to be an important form of assistance during structural transformation. The governments of donor partners should realize that they share with the Czech and Slovak Federal Republic, Hungary and Poland a common interest in the future of the region.
