      ABSTRACT

      This chapter focuses on the changing nature of mobility; the changing role of educational institutions and labor market mediating institutions; the implications of labor market transformation for distributional policies; and possible responses by government, trade unions, and employers. The changing nature of labor market mobility points to new critical policy areas. From a policy research point of view, a great deal of work needs to be done to sort out the implications of the current transformation for higher educational policies and institutions and, even more broadly perhaps, to transform a broad range of labor market mediating institutions. The tendency toward a weakening of internal labor markets and the delinking of mobility opportunities from one's place of employment appears to have threatened wage rates and social benefits. The changing nature of labor market mobility is presenting unions with a major challenge.
