ABSTRACT
The emergence of many of the poorer nations as highly dynamic elements of the global economy is a development that was hardly conceivable fifty years ago. Writers about the so-called backward areas typically saw most of them as irretrievably mired in poverty and stagnation because of conditions such as tropical climates that sapped human energy and local customs and values considered incompatible with the efficient use of resources.
