ABSTRACT
As first secretary of the second republic involved in the Nagorno-Karabakh conflict, Suren Arutyunyan dwelled on ethnic relations and demanded a solution "on a genuinely democratic basis, within the mainstream of restructuring." Like Vezirov before him, he also demanded the creation of a permanent mechanism to deal with ethnic conflicts.
