Vladimir Melnikov's speech was a conference highlight. In front of the stony face of Gromyko, Melnikov accused Gromyko, Solomentsev, PRAVDA editor Viktor Afanasyev, and foreign policy advisor Arbdtov of hindering restructuring. Note the difference between the radio and press versions of the speech. The words "Mikhail Sergeyevich knows . . .," contained in the radio report and implying that Melnikov had already discussed the issue with Gorbachev, have been omitted in the press version.
