ABSTRACT
The first secretary of the Uzbek Communist Party Central Committee criticized the reign of the previous Uzbek party leader, Rashidov. Nishanov endorsed the resolution on combatting bureaucracy, but he demanded "some sort of document combatting demagoguery," thus implying that the media's attacks against the bureaucracy had been unfair.
