Gorbachev’s Proposals for Reform

On 28 June at 1000 Moscow time Gorbachev opened the 19th All-Union Party Conference. He reported that 4,991 out of 5,000 delegates were attending the conference, and he presided over the election of the 112-member conference Presidium. ¹
