Gorbachev’s Concluding Speech: An Assessment of Conference Activities

Gorbachev's third and final major speech at the conference was surprisingly devoted to the Yeltsin-Ligachev controversy; Gorbachev even read parts of the "shorthand report" of the CPSU Central Committee October 1987 Plenum. In addition, he positively assessed the work of the conference.
